Zwei Einheiten der Polizei-Elite-Truppe PTU (Police Tactical Unit) sollen unter der Führung der Offiziere Mike und Kat eine verwahrloste Hafengegend unter die Lupe nehmen, nachdem kurz zuvor ein Polizist bei einem bewaffneten Raubüberfall erschossen wurde. Es kommt zu einer Konfrontation zwischen Ponytail, dem Sohn des berüchtigten Gangsters Bald Head, seinen Ganoven-Freunden und dem in die Jahre gekommenen Sergeant Lo. Die Ganoven verwickeln Lo in eine Jagd durch die Straßen, bei der Lo seine Dienstwaffe verliert. Kat will den Vorfall der Polizeizentrale melden, aber dies würde Los Aussicht auf eine bevorstehende Beförderung zunichte machen. Deshalb beschließt Mike Lo zu helfen, die Waffe wieder zu bekommen. Dafür haben sie aber nur zum folgenden Morgen Zeit... „Der Film beschreibt eine Welt der Verzweiflung, der Aggression, der Rache und der Gerechtigkeit, die durch das Schicksal und pures Glück auf den Kopf gestellt wird. PTU zeigt eine Gruppe von Menschen, die auf den ersten Blick nichts miteinander zu tun haben, deren Wege sich jedoch ungewollt auf dem gleichen unsicheren Gebiet kreuzen, in einer Welt, die sich nicht in Schwarz und Weiß einteilen lässt.“ Johnnie To

Two columns of the elite PTU (Police Tactical Unit), led by officers Mike and Kat, set out to patrol the derelict harbour area soon after the fatal shooting of a policeman during a holdup. At a late-night eatery, Ponytail, son of notorious gangster boss Bald Head, and his punk cohorts face off with the jaded police sergeant Lo. The punks engage Lo in a chase through the streets, where he falls and loses his service revolver. Meanwhile, a young fellow diner stabs Ponytail in the back. With the knife coming through his chest, he tries in vain to drive himself to the hospital. The P.T.U. company is dispatched to check on Lo, who is bruised and bandaged. He reports that Ponytail’s punks have his gun. As Kat places a call to headquarters with the report, Mike, concerned that Lo might lose his upcoming promotion, volunteers to put himself on the line and help him find the gun. Kat agrees to give them until dawn… “PTU illustrates a world of desperation, aggression and revenge, and of justice turned upside down by fate and pure luck. The film tracks a group of seemingly unrelated characters, each marching along his or her own separate path, as they converge unwittingly on the same terrain of uncertainty. This is a world without clear distinctions. No one knows how he or she is connected, or how his or her actions might affect another’s life.
